carpetbagger governments

By 1876

only 3 Southern states

remained under

Republican control.

The electoral votes

of four states

were contested

in the presidential election

of 1876.

to resolve the dispute

in favor

of Rutherford B. Hayes.

government troops

from the South.

He effectively abandoned

federal responsibility
for enforcing the civil rights
