general Amnesty Act.
All but about 500
Confederate
sympathizers
regained
full political rights.
Southern states
elected
members
of
the Democratic Party.
They replaced
carpetbagger

intimidated blacks.
By 1876
only
3 Southern states
remained
under
Republican
control.
The electoral votes
of
four states
were
contested
in
the presidential election
of
1876.
Republicans
bargained
to
resolve the dispute
in
favor
of
Rutherford B. Hayes.
They promised to end
Radical
Reconstruction.
In 1877
Hayes
withdrew
government
troops
from
the South.
He effectively abandoned
federal
responsibility
for enforcing the civil rights
of
black freedmen.
